Changelog:
- Reduced police frequency to 0.4 in California.
- Reduced police frequency to 0.3 in Nevada.
- Increased speed ticket delay to 9 seconds of real time (same as the official version).
- Reduced speed ticket probability to 0.5.
- Implemented a fix to prevent police cars from issuing doubled fines.
- Adjusted ticket probability to be lower when there are no cop cars near you.
- Exempted players from getting a ticket for avoiding sleep, going the wrong way, or not using lights during the night, only if a cop car is not near.
